Delegates for a reception hosted by Mr. Mame Birame Diouf, Minister
of Culture and Classified Historical Heritage of Senegal, offering
participants an opportunity to meet and discuss common areas of
interest.
Built in 1935, la Maison de la Culture Douta Seck was formally
a Governor’s Palace. After independence it became the residence
of the President of Senegal’s Government Council, and from 1962
to 1996 it served as the Government’s official hospitality centre.
In January 1997 it became Senegal’s premier cultural centre dedicated
to the memory of a popular Senegalese actor and mandated to help
further advance research, exchanges and the promotion and education
of Senegalese culture both nationally and internationally.

11:30–12:30 Session 1: Cultural Diversity,
Social Cohesion and Sustainable Development
Cultural diversity fosters social cohesion and impacts on the
sustainable development of communities. Examples of specific objectives
and challenges associated with the promotion and protection cultural
diversity include linguistic diversity, reducing inequality and
discrimination based on gender, international outreach and cooperation,
and the need for resources to preserve cultural heritage.
In their research, Senegal offers six key points summarizing
the efforts of Member Countries to develop cultural policies that
have both a social and economic impact. The key points identified
are: protection and promotion of cultural diversity in INCP member
Countries; strategies to preserve national cultural heritage –
the institutional shield; impacts of cultural policies; constraints
and limitations; gender and cultural diversity; and limitations
of gender integration policies.
Recommendations for improving the status of women and combating
gender discrimination, and for promoting cultural diversity to
ensure social cohesion and sustainable development are offered
as potential areas of cooperation.

- What are the essential materials for building a culture of
sustainability?
- Is globalization increasing or lessening the chances for cultural
diversity and its corollary dialogue of civilizations to flourish?
- What exactly should be done for authentic cultural diversity
while curbing all manner of cultural fundamentalism, repression

- What role does culture play in sustainable development?

At the 7th Annual Ministerial Meeting (Shanghai, China,
October 2004), Ministers renewed the mandate of the Working Group
on Cultural Diversity and Globalization (WGCD& G) and agreed
that the Working Group should: continue to support the work of
UNESCO on the development of the UNESCO Convention; consider specific
policy questions related to the Convention,; promote information-sharing,
discussion and cooperation among member states; and continue to
work internationally to advocate the adoption of an effective
Convention.
Key Issues for Discussion:
- Has the Working Group fulfilled its mandate given by Ministers
in Shanghai?
- How can INCP member countries work towards the UNESCO Convention’s
wide ratification and timely entry into force?
- Is there a role for the Working Group in terms of the implementation
