All Day:
- The Swiss Federal Office of Culture will welcome INCP Ministers
and delegations arriving in Luzern.
Second Annual Meeting of the Parallel NGO International Network
on Cultural Diversity (INCD) :
- The parallel network of Non-governmental organizations (NGO),
following its inaugural meeting in Santorini in the year 2000,
will hold its second annual meeting in Luzern.
- This conference will have three immediate goals:
- discuss the content of the proposed new instrument for cultural
diversity being developed by the INCP, UNESCO and others,
to ensure the interests and concerns of artists, cultural
workers and cultural producers from every corner of the globe
are taken into account;
- examine the context of international law and international
activism in which the instrument will operate; and
- establish the role for civil society in the ongoing dialogue
about globalization and organizing the work of the INCD for
the coming year.

Second Annual Meeting of the Parallel NGO International Network

Networking Luncheon:
- INCP Ministers and delegates are invited to a luncheon offered
by the Swiss Federal Office of Culture. They will be joined by
NGO representatives from the INCD meeting. This event will offer
participants an excellent opportunity to make meaningful contact
between the two networks.

Ministerial Contact Group Meeting:
- INCP Contact Group Ministers will meet to review the next day's
agenda and make final preparations for the Annual Ministerial
Meeting.
19:00: Luzern Culture and Congress Centre (Transfer from the National
Hotel at 18:30)
Concert:
- Ministers and INCP delegates are invited to a concert to be
held in the new Luzern Culture and Congress Centre designed by
architect Jean Nouvel.
20:15: Schweizerhof Hotel
Dinner:
- All Ministers and INCP delegates are invited to a dinner hosted
by the Canton and the Town of Luzern.

Opening of the 4th INCP Annual Ministerial Meeting :
- Confederal Councillor responsible for the Federal Department
of Home Affairs, Ruth Dreifuss, will welcome Ministers and open
the meeting.
9:15 - 10:15 : National Hotel - Ritz Congress Room
Plenary Session 1: Integrating Cultural Diversity:
- The varying degree of commitment and understanding that cultural
diversity is generating warrants dealing with the problem of managing
it, especially in the context of efforts towards the creation
of an international instrument. Switzerland has volunteered to
further this thinking process by presenting the Swiss notion of
cultural diversity, a notion of peace, peaceful coexistence and
understanding between different cultural communities living in
the same country, based on the search "for an intercultural
dialogue and mutual comprehension", together with exposing
the applications of, under certain specific aspects, the political
approach related to the integration and management of cultural
diversity in Switzerland (situation, adaptation and development).
- Achieving peaceful coexistence, as the goal of integration and
management of cultural diversity often seems to rely on a favorable
economic context, or manifestation of power, rather than on the
results of intercultural dialogue. In fact, beyond the aim of
peaceful coexistence, integrating and managing cultural diversity
should seek to identify the assets multicultural interaction can
offer, by promoting openness and intercultural dialogue, in favor
of cultural progress.
- The aim is to promote the richness of cultural diversity (general
policy objective) at the national level (enhancing the creativity
and heritage of a given culture and its interculturality), in
order to eventually achieve international visibility and be able
to share information and interact in international fora.
- A local analysis of the realities associated with the intermingling
of cultures in the context of an inclusive policy reveals that
efforts must be made to study how the issue has been tackled in
other sectors, which have been compelled to change their institutions
to improve their public services, in order to find new tools for
the creation of instruments.

Key Issues for Discussion:
- How can we ensure that each and every individual, each and every
culture, each and every minority are given the right to develop
their cultural freedom? In other words, how do we ensure that
everybody is given the opportunity to express themselves?
- How could we offer a space for cultural expression to everybody
in order to ensure the development of mutual comprehension and
the materialization of a dialogue?
- In developing and managing an integration policy, who should
assume
responsibility for the public representation of the different
communities and
advocate their right to diversity? How? When?
- What are the strategic means to be implemented in order to preserve,
nurture and revitalize our cultures? To preserve cultural values
(such as heritage or languages) that can help fight pauperization?
To promote cultural excellence at the local, regional and national
levels? Who produces culture and who is excluded from it?
- How do we launch discussions between the Minister of Culture
and the different
sectors involved within a given country?

Plenary Session 2: Cultural Diversity and Globalization: Consideration
of an International Instrument on Cultural Diversity:
- Last year in Santorini, Greece - Ministers identified an international
instrument on cultural diversity as a global focal point to promote
diversity of cultural expression and identity, and endorsed a
preliminary series of cultural diversity principles. "Ministers
charged the Working Group on Cultural Diversity and Globalization
to continue its work by elaborating on the framework and scope
of a cultural diversity instrument for their 2001 annual meeting."
- The Working Group suggests that an international instrument
on cultural diversity should focus on the promotion and preservation
of cultural diversity in face of the challenges of globalization
- including rapid technological advancement and trade liberalization.
The Instrument should be developed with the understanding that
cultural diversity implies both the preservation and promotion
of existing cultures and the greatest possible openness to other
cultures. In this context, the Working Group discussed the idea
of an international instrument on cultural diversity that would
articulate the close and important relationship between cultural
diversity and international social and economic development, while
also reinforcing the legitimate role of governments to preserve
and promote cultural diversity. In the new global world there
is a need to find a balance between the mix of building human
security and civic participation, strengthening diverse cultural
expression, creating prosperity and addressing the particular
needs of the developing world. Internationally, the challenge
is to undertake actions to promote cultural diversity in ways
that respond to and are reflective of all regions, both developing
and developed.
Key Issues for Discussion:
- Should an international instrument on cultural diversity focus
on the impacts of globalization and technological change? Should
an international instrument also examine the relationship between
cultural diversity and international social and economic development,
as well as reinforcing the legitimate role of governments in preserving
and promoting cultural diversity?
- What new or enhanced mechanisms for international co-operation
are needed? What international efforts are needed resulting from
the impacts of globalization?
- How are national cultural policy tools being affected by the
challenges and trends of globalization? How is this changing the
role of cultural ministries?

Plenary Session 3: Cultural Policy and the Changing Role of
Government: Opportunity for Exchange and Dialogue:
- Governments around the world are struggling to develop a deeper
awareness of their changing role in the global economy. The re-balancing
of power with new partners (i.e. private sector, civil society)
and the internationalization of policy issues traditionally considered
domestic are challenging traditional approaches and tools for
policy development. This session is designed as an opportunity
for Ministers to discuss emerging cultural policy issues and to
support Members by sharing experience, insights and strategies.
- In recent years, Network Ministers have explored the challenges
and opportunities of protecting tangible and intangible heritage
for social and economic development. Many international organizations
(multilateral and regional) have contributed to the different
facets of the discussion. The INCP has followed the dialogue and
progress and has considered to undertake work through a working
group on cultural heritage.
- In March of this year, Italy held the 1st meeting of the Working
Group on Broadcasting in Global Environment. Participants exchanged
perspectives on the principle challenges facing the broadcasting
sector.
- Also, over the past year, a number of member countries have
held international cultural policy conferences to explore new
issues such as culture and conflict prevention; arts and cultural
polices as a means for combating social exclusion and marginalization;
and the changing role of international development efforts in
the cultural area including how to better integrate cultural policies
and programs to advance development objectives.
Key Issues for Discussion:
- How are priorities changing for cultural policy in your country?
What are new areas of focus? How are the issues being addressed?
- How is the role of national governments changing with respect
to cultural policy? How are existing policies and policy tools
changing and are they still effective? Are new partners emerging
to deal with new issues?
- How can the INCP best contribute to the discussions on the various
issues and how can the Network advance the dialogue leading to
some form of concerted action?

Excursions:
- Ministers and INCP delegates can participate in one of two excursions
offered by the Swiss Federal Office of Culture :
- Ministers and INCP delegates will travel to Bâle/Basel,
one of the most culturally significant towns in Switzerland.
- A visit to the Abbey of Engelberg followed by a cable car
ride up Mount Titlis.
- Lunch will be offered to all excursion participants by the respective
Cantons. Ministers and INCP delegates will be joined at lunch
by representatives of the Canton.
- Ministers and delegates of the INCP will be able to catch their
return flight from Zurich or Emmen, at 17:30.
