Discussion in this session will explore the role of tangible
and intangible heritage. The challenges and opportunities
of promoting and protecting heritage for social and economic
development will be addressed.
Key Issues for Discussion
- How can intangible and tangible cultural heritage be used
as an effective tool for social and economic development?
- How can tangible and intangible cultural heritage be harnessed
to improve access to resources and increase quality of life?
- How could the promotion and protection of tangible and
intangible cultural heritage be used to encourage cultural
tourism?
- How can the Network best contribute to the debate and

At a glance
This theme will examine the growing importance of cultural
diversity and identity in an increasingly globalized world.
Discussions will explore how diversity and identity can be
integrated into a common approach to global development, including
the challenges of harnessing social and economic opportunities
for culture while preserving and promoting the ability of
communities to nurture differences in all aspects of cultural
expression.
Key Issues for Discussion
- What principles can we identify to maintain cultural diversity
in an era of globalization?
- How can new technologies be used to sustain and enrich
cultural diversity, nationally and internationally?
- What approaches can we use to meaningfully preserve cultural
diversity and enhance respect between cultures?
- With the growing importance of cultural diversity to social
and economic development, what are the next steps to advance
this agenda?
- How can smaller cultural groups maintain their identity
in this increasingly globalized era?
- What specific elements of social and economic integration
can be used to realize the benefits of cultural globalization?
- How can the Network best contribute to the debate and

At a glance
Discussion will focus on the role of governments in the protection,
promotion and enhancement of cultural diversity, identity
and heritage. Building on issues and dialogue raised in the
first two sessions, discussions will examine national cultural
policies and policy tools in a global economy.
Key Issues for Discussion
- In our global village, what models and approaches could
governments use to encourage cultural and linguistic diversity
in all aspects of cultural expression?
- What strategies could governments use to strengthen local
(subnational) cultural diversity consistent with new concepts
of identity and belonging while remaining open to the best
the world has to offer?
- How can governments support diversity to ensure peaceful
coexistence among people, and maintain and promote diversity
by bringing it from the margins of society to the center?
- How do national governments avoid the commodification
of culture while still using technology and market forces
to sustain viable cultural industries?
- How can governments create a climate for innovation and
creativity?

- Minister Pangalos will provide concluding comments which
summarise the discussions of the meeting
- Minister Pangalos will introduce Switzerland as the host
for the 2001 annual INCP meeting and the incoming chair
of the INCP, to take effect in January 2001.
